The HOL file in my opinion is a poor solution since using group policy requires the users to be on prem or at the very least on a machine within the domain, we used to import a pst into everyones calendar when we had exchange on prem but this functionality did not work in office 365 and is now officially unsupported. Also we make sure to include a csv file that has a list of users who already have the holidays applied to them so we don't have users with duplicate holidays.

We use to use the holiday file and send it out to the users but now we update them automatically. I would recommend creating a service account to use impersonation in office 365. On the Tools tab, make sure the Online/Offline toggle switch is set to ON. In Microsoft Windows Explorer, delete the following file: drive:\Program Files\Microsoft Office\Office xx\LCID\outlook.hol where xx is Microsoft Office and 14 for Office 2010. If an update is found, download and install it. However we have run into issues removing the calendar entries. In Outlook, click Help > Check For Updates. You can also reverse the process to remove calendar entries as well. It is tedious at best and is not officially supported by Microsoft but it works. Then you could run it as a scheduled task. You might try starting here and calling the API through a power-shell script.
